Iam originally from Phoenix, AZ. I am a clinical research associate at a medical device startup. I obtained a Bachelor’s in Psychology from Arizona State University and a Master’s in Physician Assistant Studies from Samuel Merritt University. I practiced as a PA at Stanford Health Care in orthopedic spine surgery for almost five years. 

Blake Tilley

Board Member

Blake Tilley is an experienced finance professional currently working as a Private Equity Associate in Austin, Texas. Blake supports the Board of Directors of multiple organizations, providing financial, analytical, and operational assistance. He has significant experience working within all aspects of an organization and implementing management’s strategy and vision.
Originally from Hot Springs, Arkansas, Blake received a B.B.A. in Finance and Accounting from Texas Christian University in Fort Worth, Texas. Blake now lives in North Austin with his wife, Clare, and dog, Millie.

Leo de la Garza LMSW-AP

President Emeritus

Leo de la Garza, LMSW-AP: Mr. de la Garza is the Director of Special Mental Health Projects at Bluebonnet Mental Health and Mental Retardation Center. He has 34 years of experience in the mental health field, both with inpatient and outpatient services. His areas of expertise are in crisis intervention and recovery services.

Anita Garner

Board Member

Anita has served on the PLANCTX Board in various positions over the years including Treasurer, Secretary and Vice President . She was asked to serve on the Board by Bob Ploger, founder of PLAN of North Texas when he first started mentoring the founders of PLAN of Central Texas in 1993. Anita has ties to PLAN of North Texas as her sister is a long standing member and her mother served on the Board there for many years. Anita is a retired Medical Case Manager and Vocational Rehabilitation Counselor. She has worked in many rehabilitation settings assisting those with disabilities including people who have mental illness. She advocates for those who need services in order to assist them improve their lives and maintain wellness.

Tanya Birks

Vice President, Board of Directors

Tanya Birks is a native of Texas, born in Houston, but enjoying living and working in Austin. Tanya serves as the Vice President of PLANCTX and works on grant writing, fundraising and member recruitment for the organization. She is involved in several nonprofit organizations in Austin and is always seeking new ways to contribute to the community. Currently, Tanya is the Director of Real Estate for Austin ISD where she is responsible for the professional direction and strategic leadership of the district's long-term real estate portfolio and long-term facilities master plan. In her spare time, she enjoys learning piano, working towards fluency in Spanish, traveling to beach locales and lounging with her Frenchie named Raegan.

Natalia Leon, MPH

Board Secretary

Ms. Leon has a Master of Public Health from Texas A&M University System Health Science Center and a Bachelor of Speech Communication from St. Mary’s University. She has several years of experience working as a Data Analyst, and currently is a Research Specialist for the Texas Health and Human Services Commission.

Jules Mann, BSA

Board Treasurer

Jules is a finance professional with experience as a financial analyst in varied industries including; infrastructure operations, heavy haul trucking, engine manufacturing, power generation, and most recently supporting the US Electrophysiology division of Abbott. Before working in Finance Jules worked in small business accounting. She received her undergraduate degree in Accounting from Florida Institute of Technology.
Since 2015 she has called Austin home which is also where her adult daughter lives. Prior to that Jules lived in Colorado and Florida. In her spare time, you will either find her listening to live music, exploring South Austin’s neighborhoods, cooking, or walking her mini-schnauzer Charley.
